Mayor and City Council

The City of Clearwater is governed by a Council/Manager form of government with the City Council serving as the governing body. The Clearwater City Council is comprised of the Mayor and four Councilmembers, who each serve four-year terms. The City Council is the legislative and policy-making body of the city, responsible for approving the budget and determining the ad valorem tax rate on all real and personal property within the corporate limits of the city.

In addition, the Councilmembers evaluate the job performance of the City Manager and the City Attorney, attend City Council meetings, special workshops/meetings, schedule and attend community meetings to address various topics and initiatives, serve as the city liaison for various area-wide boards, and represent the city at numerous ribbon cuttings, opening day festivities, and organizational welcomes and events.

  • ProfileMayor Hibbard has lived in Clearwater since 1979 after moving from Chicago with his parents. Frank and his wife Teresa have lived in Harbor Oaks for 23 years in their 1925 vintage home. They have two grown children, three grandchildren, four dogs and three grand dogs. Frank and Teresa are long-time members of Calvary church in Clearwater.

  • ProfileCouncilmember Mark Bunker spent much of his life in the media, starting as the morning guy at a Midwest radio station before moving to Los Angeles to work in front of and behind the cameras in film and TV. He spent close to a decade in San Diego in TV News and won an Emmy Award for his work. Councilmember Bunker moved to Clearwater in 2000.

She and her husband, Bryan, are the proud parents of Joshua, Sarah and Michael. They raised their family in northern Illinois and, upon retirement, moved to Clearwater in 2016.

He has been married for more than 43 years to his wife, Maryhelen, who is a retired school guidance counselor. He is a proud father to three grown children - David, John and Jennifer - and has two granddaughters.

For the past 9 years, Lina has been a communing part of the city’s fabric, serving in affairs civic, social, and governmental while she reared two children and expanded her involvement in her hometown.
