This division encompasses the personnel maintenance of the department as well as the facilities, apparatus, equipment, vehicles, supplies and other necessary tools required for daily operations.  The Department budget, payroll, and personnel employment is overseen by this division.

Logistics Bureau

All fire equipment, apparatus, and facilities are extensively researched, planned and acquired to ensure compatibility with existing systems and appropriateness for Fire and Rescue present and future mission accomplishment. Maintenance of all engines/trucks/support vehicles, eleven rescue vehicles, hydraulic extraction equipment, exhaust and pressure fans, chain saws, portable generators, pneumatic bags, foam systems, nozzles, specialized valves, tanks, pumps, and breathing apparatus are handled by well-trained certified personnel. Medical supplies, initial clothing, office supplies, station supplies, and general equipment is purchased and distributed through this entity.

Health & Safety Bureau

This bureau provides for the health and safety of our line and staff personnel. The incident safety officer program provides for safety on the emergency scene. Health and wellness initiatives include managing the physical fitness program, occupational health and safety program, risk management plan and annual physicals.

Finance & Personnel Bureau


The Administrative Support Manager administers department budgetary and financial programs, including capital improvement and purchasing programs. In addition to preparing a complex $22.7 million City budget, the manager also prepares and submits a separate Pinellas County Budget for reimbursement to the City Fire and EMS services, which is provided to the unincorporated areas within our Fire District, producing over $5.0 Million of intergovernmental revenue for the department. The manager also oversees and processes all payroll activities, supporting three collective bargaining agreements and the City policies.


The department's personnel office is responsible for employment with the City of Clearwater Fire & Rescue, as well as personnel administration.
