The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding.  Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Proposed Work and Purpose:
The City of Clearwater propose the purchase of seven (7), 85-kW portable generators to provide emergency power to twenty (20) Lift Stations locations throughout the City. The selected generators are Generac, model #MDG100DF4, 4.5L, 100kVA generators that meet Final Tier 4 EPA Emissions Certification standards. These diesel generators are all-inclusive and fully mounted, with an estimated run time of 26 hours. Adding seven new generators to the City’s fleet will help reduce and minimize sanitary sewer overflows from lift stations during power outages. This will reduce water quality concerns, mitigate public health and safety hazards, and reduce and/or eliminate potential impacts to coastal zones, wetlands, fisheries, and historic resources.

Project Alternatives:
The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) purchase vacuum trucks. These alternatives to the proposed project are not viable because under Alternative 1) the City may experience sanitary sewer overflows during a power outage; and Alternative 2) this option will increase capital, operation and maintenance costs, as well as labor costs and the requirement to have City staff on the road in potentially hazardous conditions.

Comment Period:
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project.  The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Recovery and Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100.  These are due within 15 days of this notice.  The State will forward comments to applicable regulatory agencies as needed.  Interested persons may submit comments, obtain more detailed information about the proposed action, or request a copy of the findings by contacting:

A DEVELOPMENT AGREEMENT

A public hearing will be conducted before the City Council on September 5, 2019, beginning at 6:00 PM (or as soon thereafter as the matter may be heard), in City Council Chambers, 1st Floor of the Main Library, 100 North Osceola Ave., Clearwater, Florida, to consider Resolution 19-18 approving a first amendment to a Development Agreement between the City of Clearwater and Decade Sea Captain, LLC for property located at 40 Devon Drive and legally described as Parcel No. 08-29-15-00000-320-0300. The amendment to the Development Agreement will allow for the construction one detached dwelling on the portion of the site within the Low Medium Density Residential (LMDR) District, replaces Exhibit A to provide an updated legal description and replaces Exhibit B which includes the conceptual site and architectural plans and sets a new date by which site plan approval must be obtained as per Beach by Design and Section 4-606 of the Community Development Code. The proposed density of the Tourist District portion of the site (149 hotel units per acre; 98 hotel units total, 66 units of which have been allocated to the site per HDA2014-07004) is not affected with this amendment.

Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for projects under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 6, 2017 for Hurricane Irma. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Proposed Work and Purpose: The City of Clearwater, Pinellas County will make repairs to the Barefoot Beach House utilizing contracts to remove and replace 4,690 SF of asphalt shingles. Minimization against future flood damages has been met as the roof to be repaired is located above the Base Flood Elevation.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not practicable as the project is for the repair of roofing only and not repairing the facility may adversely impact social or economic resources for the community. Relocation of the facility outside of the floodplain is not practicable at this time.

Comments: This will serve as the final public notice regarding the above-described action funded by the FEMA PA program. The Evaluation Committee for RFP #20-19, Parking Management Solution, will meet on Wednesday, August 14, 2019, from 9:00 to 10:00 a.m. at the Municipal Services Building (MSB), Room 130, 100 So Myrtle Ave, Clearwater, Florida. 2019-2020 ANNUAL ACTION PLAN AND
PRIOR YEARS’ REPROGRAMMED FUNDING

The City of Clearwater is hereby publishing the proposed FY 2019-2020 Annual Action Plan (AAP) and prior years’ funding for the purpose of reallocating funds to various eligible activities for the Community Development Block Grant Program (CDBG) and the HOME Investment Partnership Program (HOME).  The AAP identifies proposed projects and activities the City plans to implement in the next Program Year beginning October 1, 2019 and ending September 30, 2020.  The Reprogrammed Funds are an accumulation of funds from program income generated through the repayment of loans as well as carry-over funds from projects that were either cancelled or completed under budget and are now available to apply toward a new activity.  The primary uses of CDBG funds are to promote viable communities by providing decent housing, suitable living environments and expanding economic opportunities principally to low- and moderate-income persons.  HOME funds are used to extend and strengthen community partnerships in the private sector and with both for-profit and not-for profit organizations for the purpose of developing affordable housing.

In FY 2019-2020, the City of Clearwater will receive $764,043 in entitlement funds for the CDBG Program and $383,978 in entitlement funds for the HOME Program.  Of the $764,043 in CDBG entitlement funding being received; $754,176 will be utilized for FY 2019-2020 activities and of the $383,978 in HOME entitlement funding being received; $364,401 will be utilized for FY 2019-2020 activities.

The City is also reprogramming $2,038,614 in prior year HOME entitlement and program income funding; $500,000 in anticipated FY 2019-2020 HOME program income; $285,033 in prior year CDBG entitlement and program income funding; $225,000 in anticipated FY 2019-2020 CDBG program income; and $505,000 in CDBG Revolving Loan Program funds.  If program income is less than anticipated in FY 2019-2020, the City will adjust activities as funds are made available.  If program income is more than anticipated, the City will accept activities on a first come, first serve basis.

NOTICE OF FUNDING AVAILABILITY
STATE HOUSING INITIATIVES PARTNERSHIP
(SHIP) PROGRAM FOR FY 2019-2020

The City of Clearwater is expected to receive $164,277 for fiscal year 2019-2020 funding distributed through and operated under the State Housing Initiatives Partnership (SHIP) Program. Eligible strategies are down payment and closing costs assistance for newly constructed homes, down payment and closing cost assistance for existing homes, owner occupied rehabilitation, multi-family housing and other activities included in its Local Housing Assistance Plan. A copy of the Local Housing Assistance Plan is available from the contact person identified below or via the City’s website www.myclearwater.com/affordablehousing.

These funds will primarily be used to assist eligible homebuyers in the purchase of homes within the city limits of Clearwater. For current homeowners, rehabilitation assistance may be provided to assist with code deficiencies within their dwellings.

Applications for funded strategies will be made available between August 1, 2019 and June 30, 2020. Preference will be given to persons with special needs as defined in section 393.063, Florida Statutes.

Assistance is available to households whose maximum income is at or below 120% of Area Median Income (AMI). Priority will be given to households at or below 80% of AMI.

The City of Clearwater is holding two public hearings for citizens, representatives of the public, private agencies and organizations, and other interested parties to review, provide comments and make recommendations on the Prior Years’ Reprogrammed Funding recommendations and the 2019-2020 Annual Action Plan.

Both public hearings will be held in City Council Chambers in the Main Library located at 100 N. Osceola Ave., Clearwater, with the meeting of the Neighborhood and Affordable Housing Advisory Board on July 9, 2019 at 9:00 a.m. and during the City Council meeting on August 1, 2019 beginning at 6:00 p.m.

The City receives entitlement funding from the United States Department of Housing and Urban Development through the Community Development Block Grant and HOME Investment Partnerships Programs to produce and preserve affordable housing and provide public services and facility improvements for low- to moderate-income families.
