The city of Clearwater allows cash payments at a local retailer, including 7-Eleven, CVS and Family Dollar.

KUBRA processes retail cash payments for Clearwater Utilities. KUBRA is an independent company under contract with the city of Clearwater to provide these services.
NOTE: Payments made after 4 p.m. EST will take two (2) business days to process and may be subject to a penalty fee.
Convenience Fee and Transaction Limits
KUBRA will charge a $1.99 convenience fee for each transaction up to $1,000. This charge will be in addition to your utility bill payment. The convenience fee is paid directly to KUBRA, NOT to the city of Clearwater. Total payments on a single account within a 26-day period are limited to $2,000.
Using KUBRA is an optional service. If you do not wish to pay the convenience fee or you wish to pay more than the $2,000 limit, you may pay your bill using mail or the city's walk-in/drive-in services. Disconnected or Interrupted Service
If your service has been interrupted or is in danger of being disconnected for non-payment, you may still pay your bill by phone. After your payment is processed, you will need to contact Utility Customer Service at (727) 562-4600 during regular business hours (Mon.-Fri., 8 a.m.-5 p.m.) to arrange reconnection of service.
