The city of Clearwater and the Fixed-Base Operator FlyUSA have broken ground on a new Clearwater Executive Airport terminal building. The groundbreaking marked the beginning of construction on a new facility that will replace aging infrastructure and provide a modern, welcoming space for pilots, passengers, tenants, businesses and visitors.

The funding for the project was made possible through the collaborative efforts of the city of Clearwater, the Florida Department of Transportation, and Fixed-Base Operator FlyUSA. The new terminal was designed by American Infrastructure Development, Inc. and will be constructed by Bandes Construction.

The Clearwater Executive Airport, formerly known as the Clearwater Airpark, is in the heart of Pinellas County. It is an important transportation asset that provides significant economic impact to the community by supporting local businesses, corporate and general aviation, emergency response operations and visitors to the area. The airport sits at an elevation of 71 feet above sea level, making it the only airport in Pinellas County that is not in a flood zone. The new terminal building reflects the city's continued investment in maintaining safe, efficient and high-quality public infrastructure while enhancing the overall customer experience.

Clearwater Executive Airport History

  • Before the first airplane ever touched down on its grass fields, the land now known as Clearwater Executive Airport belonged to the Fugazzi family, who owned the historic Picta Sabatia estate. Between 1934 and 1936, the Fugazzis generously donated portions of their land to the city of Clearwater.
  • In April 1939, the Clearwater Executive Airport officially opened, catering to the transient aircraft, and was an important aviation stop along Florida’s Gulf Coast. At that time, it was a grass airstrip on 185 acres.
  • The airport was formally established in 1954 as a result of an agreement between the city of Clearwater and the Clearwater Flying Company, Inc. which officially made it a city-sanctioned aviation facility.
  • The site experienced growth during the mid-1960s because of the development in the downtown region.
  • But in 1970, Golf Park, Inc., bought the airport property and transformed the hangars into an 18-hole golf course and housing complex. In the late 1970s, the airport was changed back to its current design.
  • The city of Clearwater repurchased the land in 1980 and continues to own and operate the airport, along with FlyUSA, today.

  • Temporary office trailers for FlyUSA arrived.
  • Construction begins
  • Groundbreaking held July 17, 2026

August 2027:

  • Expected construction completion

Upcoming Tasks:

  • Temporary trailer installation and Bandes Construction mobilizes onsite.
  • Grouting old monitoring wells and building pad.

Major Tasks Completed: 

  • 100% design completed; Bandes Construction contract approved by City Council March 20, 2026 for $13.66 million. Purchase order issued.
  • Proof rolled east side of building pad.
