The charges on your city of Clearwater utility bill are based on the services available and your consumption. Each service provided has a minimum availability charge to recover a portion of the fixed costs of providing the service to the location.

Locations in city limits with a meter that is 5/8th inch will receive a minimum bill for usage from zero to four units (zero to 2,992 gallons).

As of October 2025, the minimum bill for Clearwater utility customers in city limits is $124.50. The charges that make up the minimum bill are the following:

  • Water, $29.58
  • Wastewater, $34.73
  • Solid Waste, $37.27
  • Recycling, $3.78
  • Stormwater, $16.18
  • Utility tax, $2.96

Availability fees may apply for water, reclaimed, and other services. Rates are subject to change based on location, meter size and measured usage.

Here are some fees that your account could be subject to:

  • Turn-on fee: $50
  • Water turn-on fee after hours (after 3:30 PM): $100
  • Water read for change: $60
  • Gas turn-on fee (next business day): $80
  • Gas turn-on fee (same day, if available): $140
  • Gas read for change: $50
  • Gas CGI fee (Couldn't get In): $50

Proposal to Increase Wastewater Rates

Notice of public hearings will be Oct. 15 and Nov. 6, 2025

The City Council of Clearwater, Fla., will hold a public hearing to consider a proposed ordinance to amend the Code of Ordinances, Appendix A – Schedule of Fees, Rates and Charges, Article XXIV Public Works – Fees, Rates and Charges; to amend Section 3 - Rates for Wastewater Collection. Specifically amending the less than one inch meter.

The public hearings to consider this proposal are scheduled for Oct. 15, 2025, and Nov. 6, 2025, both at 6 p.m. in the City Council Chambers at the Clearwater Main Library, located at 100 N. Osceola Ave., Clearwater, FL 33755.
