What is the North Greenwood Community Redevelopment Area, or CRA?

The North Greenwood CRA was proposed by the Clearwater Urban Leadership Coalition in 2019, which led to the completion of a Finding of Necessity Study by the city of Clearwater. This established the area's boundaries and the creation of the North Greenwood Community Redevelopment Area Plan.

This plan addresses the unique needs of the neighborhood and is a guiding tool for strategies and policies implemented in the CRA. The plan includes overall goals and identifies types of projects planned for the area. All expenditures of tax increment funds must be tied to the plan's implementation.

On May 23, 2023, the Pinellas County Board of County Commissioners approved the new North Greenwood Community Redevelopment Area. The CRA includes 840.88 acres or 1.31 square miles.

How was the North Greenwood CRA Created?

  • In 2019, the Clearwater Urban Leadership Coalition prepared a proposal calling for the establishment of a Community Redevelopment Area (CRA) to address needs in the North Greenwood Neighborhood.
  • In 2020, the city of Clearwater prepared a Finding of Necessity Study determining that conditions in the North Greenwood Neighborhood and nearby neighborhoods warranted the creation of a CRA and Tax Increment Financing District.
  • In 2021, the Finding of Necessity Study was approved by the City of Clearwater City Council and the Pinellas County Board of County Commissioners.
  • In 2022, the Clearwater City Council approved the North Greenwood CRA Plan. 
  • In 2023, the Pinellas County Board of County Commissioners approved creation of the North Greenwood CRA. 

 

How long will it take to see results from the North Greenwood CRA Plan?

The results of community redevelopment are incremental. Small, seemingly insignificant projects can add up quickly to produce tangible improvements in the short term. Larger projects that require more community deliberation, planning, and funding can take several years to come to fruition. A 30-year period is proposed for CRA and TIF to provide sufficient time for carrying out planned projects and programs that help the CRA achieve its goals and vision.

 

Grants

Residential Exterior Improvement Grant Program

The Residential Exterior Improvement Grant Program is designed to increase access to redevelopment funding for residential improvements to homesteaded single-family homes in the North Greenwood Community Redevelopment Area. The purpose of the program is to rehabilitate single family homes, improve property conditions, aesthetics, reduce housing cost burden and aid in the elimination of slum and blight. The focus of this Program is directed to the exterior improvement of residential properties to enhance neighborhood aesthetics and pride.

 Commercial Grant Program

The Commercial Grant Program is designed to promote reinvestment in business development and incentivize commercial property owners and business owners located within the North Greenwood Community Redevelopment Area to make building, structural, and site improvements to their property. In addition, the program will aid to create a positive visual impact on the image and character of the community. The program aims to strengthen local businesses – improving their competitiveness, productivity, capacity, job creation abilities – and promote a business-friendly atmosphere.

Past Projects

Five million dollars in American Rescue Plan Act (ARPA) funding was allocated by the city of Clearwater to jump-start programming in the North Greenwood community. This money provides the North Greenwood CRA with a funding source through 2026 until revenues can be generated from the newly created TIF. This seed funding fueled the North Greenwood Community Grants Program which provided local organizations with funding to support their work towards revitalizing the community.
