City of Clearwater General Fund for Clearwater Homeless Initiative

In 2012, the City of Clearwater (the “City”) launched its homeless initiative through the joint efforts of the City Manager’s Office; a consultant on homelessness, Dr. Robert Marbut; and the community development manager; which designated funding for five local homeless service providers. Since that time, the City has expanded its financial commitment to meet the increasing community need to combat homelessness with annual allocations now totaling $300,000.00.

Currently, the City intends to make available up to $300,000.00 in grant funds to support local non-profit organizations serving certain individuals and families experiencing homelessness.

Approved organizations are required to serve “qualifying populations”, which are defined as individuals and families who are homeless; persons who are at risk of homelessness; individuals or families fleeing domestic violence, human trafficking, or similar situations; persons at the greatest risk of housing instability including households with income below 30% of Area Median Income (“AMI”) or below 50% AMI if they meet federal criteria for “at risk of homelessness”; and veterans or veteran families who fall into any of the aforementioned categories.

Grant funds shall be used to support program services and activities that provide direct assistance to qualifying populations; prevent homelessness by stabilizing at-risk households; expand access to emergency shelter, transitional housing, or supportive services; and address barriers to stable housing such as case management, employment assistance, or supportive health services.

Individual grant amounts shall not exceed $100,000.00 per organization. Awards amounts will vary based on applications received, proposed services, and demonstrated need.

The City of Clearwater is hereby publishing the proposed Annual Action Plan (AAP) for Federal Fiscal Year (FY) 2024 to allocate federal funding from the Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME) under the U.S. Department of Housing and Urban Development (HUD). The AAP identifies projects and activities to be implemented by the City during FY 2024, which begins on October 1, 2024, and ends on September 30, 2025. In addition to the entitlement grant, funding allocations also include anticipated program income generated by the City’s Revolving Loan Fund as well as prior-year (i.e., carryover) resources from projects that were either cancelled or completed under budget to be applied toward new projects. CDBG funds are used to provide decent housing, suitable living environments, and economic opportunities to principally benefit low- and moderate-income persons. HOME funds are used to foster private sector partnerships with for-profit and non-profit organizations to develop affordable housing.

The City of Clearwater anticipates an estimated $940,482 in new CDBG funds, $1,310,415 in CDBG program income, and $367,097 in prior-year CDBG resources. The City also anticipates an estimated $400,222 in new HOME funds, $1,706,038 in HOME program income, and $2,791,413 in prior-year HOME resources. These funds will be programmed to eligible activities under these grant programs.

The list below captures all proposed projects to be funded with CDBG and HOME resources in FY 2024. Funding for these and other projects are estimated resources only and funding amounts may increase or decrease based upon actual program income, prior-year adjustments, and/or final federal funding allocations. STATE HOUSING INITIATIVES PARTNERSHIP (SHIP)PROGRAM FOR FY 2025-2026

The City of Clearwater anticipates receiving $907,085 for fiscal year 2025-2026 funding distributed by Florida Housing Finance Corporation through and operated under the State Housing Initiatives Partnership (SHIP) Program. Eligible strategies are: purchase assistance for newly constructed and existing homes, owner occupied rehabilitation, multi-family housing, disaster mitigation and other activities included in its Local Housing Assistance Plan. A copy of the Local Housing Assistance Plan is available from the contact person identified below or via the City’s website www.myclearwater.com/affordablehousing.

These funds will primarily be used to assist eligible homebuyers in the purchase of homes within the city limits of Clearwater. For current homeowners, rehabilitation assistance may be provided to assist with code deficiencies within their dwellings. For disabled households, financial assistance may be provided for modifications to remove barriers and make housing accessible. Acquisition/Rehabilitation/New Construction, loans will made available to eligible sponsors for the acquisition, demolition, site improvement, rehabilitation or new construction of affordable homeownership housing for income-eligible homebuyers. Rental housing, loans will be made available to eligible sponsors for the acquisition, rehabilitation or new construction of affordable rental housing units for income-eligible households.

Applications for funded strategies will be made available between Ju1y, 2025 and June 30, 2026. Preference will be given to persons with special needs as defined in Florida Statute 420.0004(13).

Assistance is available to households whose maximum income is at or below 120% of Area Median Income.  Priority will be given to households at 80% or below Area Median Income.

TA2024-08003 - Proposed Ordinance 9791-24 revises the definition of artwork to clarify what constitutes signage within artwork. This Ordinance also proposes to increase the allowable sign area for window signs in the Downtown District. Currently, Community Development Code Section C-705 sets forth the allowable sign area, number, and types of signs. Table 6 specifies that 10% of window signage on each first-floor window and glass door opening is permitted. The proposed revision would allow window signs to equal 25% of each first-floor window or window grouping.

This ordinance establishes standards for the installation of artificial turf within the city’s landscape code, including: where it can be installed; design / material standards; permitting via building permit which can be applied for by a contractor, professional installer, or homeowner; installation standards, such as those that must be met for artificial turf to be treated as pervious, and how tree preservation will be handled; maintenance requirements; and how existing artificial turf installation will be handled (allowed to stay). The city’s Community Development Code is a redevelopment code, and beautification of the city is a high priority, as is the preservation of natural resources and the aesthetic character of the community for both the resident and tourist populations.

a. An estimate of direct compliance costs that businesses may reasonably incur;

Outside of the cost for the materials and installation in a code-compliant manner, direct costs include the payment of an artificial turf permit fee (new) and a right-of-way permit fee (existing), applicable if artificial turf is proposed to be installed within the right-of-way. Businesses who wish to install artificial turf are anticipated to primarily use professional installers or contractors, but this is not a cost incurred only because of this ordinance.

b. Any new charge or fee imposed by the proposed ordinance or for which businesses will be financially responsible for; and

The proposed artificial turf permit fee is $200.00. Current right-of-way permit fees are $25.00 for residential properties and $125.00 for commercial properties.

c. An estimate of the City of Clearwater’s regulatory costs, including estimated revenues from any new charges or fees to cover such costs.

The city does not project that this new regulation will generate revenue, as that is not the intent for this ordinance change. The proposed artificial turf permit fee is expected to cover staff review time, which will involve representatives from land resources (arborists), engineering and zoning, as well as final inspection to confirm proper installation. Support staff, including permit technicians, will assist with permit processing.

To ensure artificial turf is being maintained properly or is brought into compliance, code inspector time may be needed in the long term; however, this will be addressed by the existing staff as part of their daily work.

An estimated 5-10 businesses in the first year may apply to install artificial turf, with others in upcoming years.

This ordinance was developed with the assistance of persons in the artificial turf industry. Additionally, city staff researched what other jurisdictions currently require as a foundation for certain proposed standards. This ordinance is intended to provide clear standards without creating an undue burden of process. This is captured in the proposed approach to permitting, installation, and inspections.
