Municipal Services Building Reopens

Bill-Payment Services and the Drive-Thru Re-open Oct. 20

Staff are moving back into the Municipal Services Building, which has been closed due to renovations. The building, bill-pay service functions, and customer-service drive-thru re-open to the public Oct. 20, 2025.

Not all departments have returned to the Municipal Services Building yet:

  • Departments that are currently on site include Utility Customer Service, Economic Development and Housing, Community Redevelopment Agency, Finance, and Utilities Engineering.
  • Departments that have not yet moved back in include Planning and Development, Code Compliance, Public Works, and Parks and Recreation administration. 

All departments are expected to have returned to the Municipal Services Building by Thanksgiving, with exception of Human Resources, which will move into the new city hall building next year.


Pay Your Bill Now at the Municipal Services Building

All customer-service functions for customers who want to pay their utility bills have all moved from CGS Energy back in to the Municipal Services Building, where you now can pay your bill, start/stop services, or get account assistance. The drive-thru has also re-opened.

Regular hours are Monday through Friday, 8 a.m. to 5 p.m., with a lunch closure from 12:30 to 1:30 p.m. every day. Customer service assistance in the lobby is available from 8 a.m. to 4 p.m.

Customers can make payments, start or stop service, and submit requests online at MyClearwater.com.


Planning and Development Service Hour Changes

The Planning and Development Department will continue working out of the location at the Old Countryside Library site at 2741 State Road 580, now through Friday, Nov. 7. Leading up to the department's move back into the building, department hours will temporarily change:

  • Friday, Nov. 7: The Planning and Development Department will close at noon to begin moving back.
  • Monday, Nov. 10: The department will re-open to the public at 9 a.m. at the Municipal Services Building.
  • Tuesday, Nov. 11: The city will be closed in observance of Veterans Day.

With exception of the Veterans Day holiday, regular hours will resume in the renovated location and will be from 8 a.m. to 5 p.m. Monday, Tuesday, Thursday and Friday, seeing customers that arrive by 4:30 p.m. On Wednesdays, the department will close at 3 p.m., seeing customers that arrive by 2:45 p.m.

Project Background

City of Clearwater staff moved out of the Municipal Services Building in January 2025 for renovations, which are substantially complete with a re-opening date of Oct. 20, 2025.

Improvements go beyond basic repairs, transforming more than 66,000 square feet of interior space to better serve the public and our staff. These updates reflect a modern and thoughtful approach to workplace design, aimed at supporting customer service, staff productivity, employee wellness, and the building’s long-term value. Renovations include upgrades to lighting, HVAC, plumbing, fire safety, and communications systems. The office environment was designed using 21st-century workplace strategies to create a more flexible, efficient, and engaging work environment. 

The renovated building houses Utility Customer Service, Public Works, Public Utilities, Engineering, Parks and Recreation, Planning and Development, Economic Development & Housing, Finance, Information Technology and the Community Redevelopment Agency.

Temporary Locations

During this time, residents will need to visit a different facility to conduct business with the city in person. Several city services continue to be available at MyClearwater.com.

Departments that have temporarily relocated include:

  • Human Resources (727-562-4870) has moved to the third and fourth floors of the Main Library, 100 N. Osceola Ave. 
  • The Human Resources Training Center is located on the third floor in the Library Media Room at the Main Library.
  • Portions of Parks & Recreation (727-562-4800) have moved to the Ultimate Medical Academy building, 1255 Cleveland St.
  • Most of Public Works and Engineering (727-562-4747) has moved to Old Countryside Library, 2741 State Road 580.
  • The city’s parking team (727-562-4707) has moved to the Garden Avenue Garage, 28 N. Garden Ave.
  • Planning and Development (727-562-4567) has moved to the Old Countryside Library, 2741 State Road 580.
  • Code Compliance (727-562-4720) has moved to the Old Countryside Library, 2741 State Road 580.
