The Bluffs Construction Reaches Above-Ground Milestone

Construction of The Bluffs has reached a new milestone with the completion of the development’s first elevated concrete pour, marking the transition from foundation work to vertical construction.
About 50 workers poured 430 cubic yards of concrete for the first section of the building’s elevated deck. The section will form part of the development’s lobby and front entrance.
The first full elevated deck of the main tower will be completed in six sections and require approximately 1,650 cubic yards of concrete.
Located at 100 and 150 S. Osceola Ave., The Bluffs is being built on the former Clearwater City Hall site overlooking Coachman Park. Plans for the 630,000-square-foot mixed-use development include a 28-story tower with 400 rental residences, more than 10,000 square feet of retail space and 440 parking spaces.
The Gotham Organization is developing the project through a public-private partnership with the city of Clearwater. Moss is serving as the project’s general contractor.
“This pour represents an important shift for The Bluffs as the work that has been taking place below ground begins to take shape above it,” said Matthew Picket, principal of acquisitions and development at Gotham. “As the tower begins to rise, the community will be able to see that vision becoming a reality.”
Construction has continued to advance since the project broke ground in April. The primary mat foundations are complete and caisson foundation work is approximately 95% finished.
“Reaching this point marks the transition from foundational work to the vertical structure that will begin defining The Bluffs,” said Josh Mutchler, vice president of Moss’ Mid-Florida region. “A tremendous amount of planning and coordination has gone into reaching this point.”
Vertical construction is expected to begin later in September. The tower is scheduled to top out in mid-July 2027, with completion anticipated in summer 2028.
The Bluffs is part of ongoing redevelopment efforts intended to bring additional housing, retail and activity to downtown Clearwater and strengthen connections between downtown and the waterfront.
