Erosion Control
The city of Clearwater Planning and Development Department has the responsibility to minimize the amount of soil erosion into the City’s streets, storm sewers, adjacent properties and waterways. The construction of a new residence or commercial sites and/or major remodeling of an existing site create many instances whereby soil erosion can occur.
These instances are usually the result of contractors and subcontractors accessing the property with equipment and/or construction materials. Subsequent rainstorms redistribute the eroded soil into the adjacent streets, storm systems, adjacent properties and waterways.
When erosion takes place, the Land Resource Specialist inspector or a Public Work inspector will place a correction notice at the site. The procedure will be as follows:
- 1st Occurrence – Warning
- 2nd Occurrence - $32.00 re-inspection fee
- 3rd Occurrence - $80.00 re-inspection fee
- 4th Occurrence – “Stop Work Order”
Dependent on the severity of the erosion, the City’s Public Works Department may elect to rectify the erosion problem and charge the contractor accordingly. The attached drawings and details are recommendations for the contractor to use as means to support the site from eroding. The contractor may elect to shovel and sweep the street daily or on an as needed basis. However, erosion must be held in check.

Erosion Control Required
City of Clearwater’s Land Development Code Section 3-702 requires erosion control on all land development projects. Erosion control must be in place and maintained throughout the job. Failure to do so may result in additional costs and time delays to the permit holder.
