Project Background

On June 15, 2023, Clearwater City Council voted to approve one of the three proposed design plans for the new City Hall and Municipal Services Building renovation construction projects. 

Project Goal

To provide a new Municipal Services Complex to improve efficiencies by creating a campus for city staff that will benefit residents who need city services. This complex will further the city's goal of being a premier city that is bright and beautiful from bay to beach.

Project Timeline

November 2024: Groundbreaking

June 2025: Slab on grade poured. Steel installation is complete. Second level decking is near complete. Roof decking is progressing. Mockup structure construction is nearly complete. CRA Trustees approved use of funds to cover cost of utility underground, joint users and restoration. Council approved ILA with PSTA for their reimbursement to the City. Council approved Underground Conversion and Utility Relocation Agreements and payment to Duke Energy.

October 2026: City Hall Opening

Architecture Award

The Florida Association of the American Institute of Architects has awarded WJ Architects with the Citation Award in the Unbuilt Category.


Tribute to Longtime City Manager Bill Horne

The new building will be named the William B. Horne City Hall, after the city's longtime city manager, William B. Horne II, who served the city for 22 years.
