The city of Clearwater has one of the most successful Brownfields Programs in the state of Florida. Since 1996, the city of Clearwater has been awarded seven US Environmental Protection Agency (EPA) Brownfield grants resulting in 73 assessments and 17 cleanups with 88 acres ready for reuse.

What is a Brownfield Site?

A Brownfield site is a vacant or underutilized property where environmental contamination, actual or perceived, complicates its expansion or redevelopment. Cleanup costs and risks deter potential developers and create a barrier to community revitalization and economic development.

Partnering with the Environmental Protection Agency (EPA), the city established the Brownfields Program in 1996 to support redevelopment initiatives and provide direct economic benefit to the city’s sensitive populations and areas suffering from environmental justice issues.

Assessing, remediating and reinvesting in these properties protects human health, supports sustainability and the environment, reduces blight, and promotes redevelopment. The city's Economic Development Division is responsible for administering the Brownfields Program to include assessments, grants and guiding the assessment and cleanup activities.

City of Clearwater Brownfields Assessment and Cleanup Grant Program

The Clearwater Brownfields Assessment and Cleanup Grant Program has available approximately $698,000 to award grants to eligible tax-exempt entities for Phase I and II Environmental Site Assessments and cleanup/remediation activities. Additionally, eligible for-profit entities may apply for procurement of Phase I and II Environmental Site Assessments.

Projects will be reviewed on a first-come, first-served basis and will be evaluated based on the redevelopment objectives of the city including, but not limited to, the creation of new jobs or businesses or for affordable housing.
